Series 1, Episode 3 asks whether mass surveillance by governments is a breach of our human rights.
There is an extraordinary level of mass surveillance in the world, how does this fit with our human right to privacy? Real-life surveillance such as the NSA in the United States justifies its program by saying that it keeps us safe. And sure, everyone wants to be safe. And while there is a human right to right to security of the person, the right to privacy can be limited. Any interference with privacy by the government must be authorised by law. And must be proportionate. That means it must be reasonably necessary to achieve a legitimate aim. For example, the targeted surveillance of someone reasonably suspected of terrorism or another serious crime would be OK. But the mass indiscriminate surveillance and the scooping up of data, that goes too far.
