STORYLINE:
Washington DC and New York City were on Monday experiencing the worst blizzards to hit the eastern US in seven years.
The snow storm shut down much of the region on Monday, which is Presidents Day - a national holiday across the US.
The severe weather halted some air and rail travel and is being blamed for at least 16 deaths.
The snow was part of a huge system that had charged in from the Plains and up the Ohio valley during the weekend. It also produced rain, mudslides and floods in the South and Appalachians, and ice that snapped trees and power lines, leaving more than 235,000 customers without electricity.
New York City reported blizzard conditions on Monday, and some New Jersey and Delaware beach communities had flooding caused by a storm surge and a full-moon high tide. Philadelphia had 17 inches (43 centimeters) of snow.
About 18-22 inches (46-56 centimeters) were expected in New York City.
The major airports at Philadelphia and Washington were closed on Monday except for one runway at Washington Dulles International Airport.
New York's LaGuardia closed all its runways; Newark and Kennedy officially stayed open but almost all domestic flights were scrapped. Amtrak canceled about 25 percent of its Northeast trains.
It was the region's worst snowstorm since the blizzard of 1996, when at least 80 deaths were blamed on the weather.
