Context:
Edmond Barrachin seized power after the fall of Burgundy and Vichy France through a brutal reunification war during which Charles de Gaulle had passed away, leaving the reigns of leadership in the open-air.
In Russia, Dmitry Yazov and his black-league successfully unified the country and are preparing for an all out conventional war with the German Reich, with Yazov confident in the ability of the Black League to successfully capitulate Germany before even one nuke needs to be fired.
In England, Sir Arthur Harris achieved the reigns of power after a successful coup by HMMLR against the Collaborators. - HMMLR however quickly became disenfranchised with one another leading to constant leadership spills and chaos in Britain. - Above all else, Harris was successful in attaining reign in the country, unifying the Britons in solidarity with France and Russia for the unanimous goal of German Destruction.
Approaching both Harris and Yazov; Barrachin saw opportunity in the aligned goals of the former allies to seek retribution against the Germans for the decades of suffering. Yazov although hesitant at first agreed to the foundation of the "Retribution Pact" against the Germans...
