Using the CD4060 binary counter with a built in RC oscillator, here's a few ways to influence the blink pattern of LEDs to give a pseudo random effect.

The circuit is arranged on a Christmas light bulb shaped PCB and powered from a 3V coin cell with a boost switching regulator for the logic and LEDs.
