As officers attempt a pedestrian check, the man flees before shortly stopping and complying with the cops. He tells officers he's been trying to get arrested and is ready to go to jail. Elsewhere officers respond to a disturbance call and find a thief has been caught on cctv.

Real-life officers are followed by a camera crew, cinéma-vérité style, in a gritty up-close look at police work and the consequences of crime. It spawned a number of police-reality imitators.
