Myanmar will not be represented at an international meeting of foreign ministers this week. The country's military government has extended a state of emergency for another six months. The ASEAN-led gathering had asked Myanmar to send a non-military representative to the talks in Cambodia, but that request was rejected. ASEAN has barred Myanmar's military government from its meetings since last year.
