The Ontario Human Rights Commission (OHRC) said on Thursday that Toronto police need to address systemic anti-Black racism within the service. After an inquiry that lasted about six years, it issued more than 100 recommendations.
The inquiry found that despite making up just under nine per cent of Toronto's population, Black individuals accounted for 70 per cent of police shooting deaths.
Between 2013 and 2017, a Black person in Toronto was almost 20 times more likely to be involved in a fatal shooting by Toronto Police Services (TPS), compared to a white person.
