Nothing tells you somebody's true intent better than that person's actions. People will say all sorts of things before and after the fact to make their intent seem like one thing, but actions can tell a completely different story. Balancing actions and intent can be difficult when you consider prioritization too. Someone's intent may be good, but because it was a low priority they did not see their actions through.
