On Friday, party leader Rahul Gandhi expressed the Congress party's remorse for not incorporating a distinct reservation for women from the Other Backward Classes (OBC) and passing the Women's Reservation Bill during the UPA tenure. He emphasised that, should the party assume power, they would conduct a census based on caste. Highlighting that Members of Parliament (MPs) often hold a symbolic role within the legislative body, he remarked, "MPs lack substantial influence in the legislative process." He pointed out, "Officials from OBC, Adivasis, and Dalits control a mere 5% of the Budget. Despite the Prime Minister identifying as an OBC leader, the notable underrepresentation of these groups in top bureaucratic positions raises important questions. Conducting a caste census is the initial step to determine the OBC count."
Gandhi stressed the significance of transferring power to the Indian populace, stating, "Initiating the distribution of power to the citizens is paramount." He emphasised the potential of data derived from a caste-based census, noting, "Information gathered will further empower the populace." He asserted, "Upon assuming authority, we will undertake a caste census, enabling enhanced empowerment and participation of the OBC community in governance."
