Trooper's Report:
On Saturday, 8/7/2021 at 1752 hours, I, Cpl D. Noe, while on duty and in a marked patrol vehicle observed a red Chevrolet Equinox traveling up the right shoulder on the entrance ramp to I-75/85 northbound from I-20 eastbound in Fulton County. I observed the red Chevrolet pass at least 6 cars
that were stopped in traffic on the ramp. I activated my emergency lights, pulled next to the vehicle and
pointed at the driver to pull over. The driver nodded and mouthed "ok", then moved through the 3
lanes of traffic to the right shoulder. The Chevrolet displayed a license plate from
Georgia. Once in the right shoulder, the driver continued driving northbound in the shoulder passing
other traffic. I used my siren to indicate again that the driver should stop.
The driver accelerated and fled from the traffic stop, initiating a pursuit. Traffic on I-75/85 in the area
was bumper-to-bumper and slow in all lanes. The Chevrolet traveled on the right shoulder at a high
rate of speed passing other traffic. A silver sedan was pulled over in the right shoulder ahead of the
Chevrolet. The driver of the Chevrolet refused to yield and did not slow down despite another vehicle
in his direct path. The driver of the Chevrolet narrowly missed striking the sedan in the right shoulder,
showing a total disregard for public safety. The driver of the Chevrolet continued to the Edgewood
Avenue exit ramp and nearly struck the patrol vehicle of Sgt. T. Wright. The Chevrolet exited at
Edgewood Avenue, nearly struck a pedestrian in the roadway, ran two red traffic signals at Edgewood
Avenue and Irwin Street respectively, and re-entered I-75/85 northbound. The Chevrolet continued to
pass traffic on the right while driving in the shoulder.
The Chevrolet exited onto Peachtree Street at exit 249B, traveling too fast for conditions, and crashed
into a guardrail. Four occupants fled on foot from the vehicle. I observed the driver exit wearing a
white t-shirt with green stripes. I observed another subject that exited the driver’s side of the vehicle, a
black male wearing all black clothing, with dreadlocks with red tips. I followed the driver on foot, for
approximately 0.2 miles, and located him behind a parking garage at 1 Baltimore Place NW. I drew my
department issued Taser and aimed at the driver while giving verbal commands to get on his knees.
The driver held up his hands and refused to comply with commands to get on the ground. The driver
was taken into custody with the help of Tpr. A. Gonzalez and placed in handcuffs. The driver was
identified as Dangelo Antoine Rogers, by the Georgia driver’s license in his wallet. Mr. Rogers
was passively resistant when told to get into the rear seat of a patrol vehicle. I gave Mr. Rogers
multiple orders to sit down but he refused and remained standing. I applied downward pressure to his
head to push him into the patrol car. A query through GCIC
indicated that Mr. Rogers was wanted for aggravated assault with a firearm in a domestic violence
situation, by Atlanta Police Department. Mr. Rogers was transferred to the patrol
vehicle of Tpr. Gonzalez for transport.
I returned to the location where the Chevrolet crashed. Sgt. T. Wright , and Cpl. J. Houston
were conducting an inventory search of the vehicle. Within the passenger compartment of the vehicle
driven by Mr. Rogers a black backpack was found which contained a baby bottle. Inside of the baby
bottle was a bright green, viscous liquid. Based on my training and experience I believed the
substance in the bottle to be a prescription medication such as promethazine. Also in the backpack were multiple paper checks; some blank and some filled out with dollar amounts without an actual
name. The checks appeared to be payroll style checks as opposed to personal checks. Also found in the floorboard of the vehicle was a loaded Taurus 2GS 9mm handgun. The Troop C Communications center checked the criminal history of Mr. Rogers,
which revealed that he was a convicted felon, as of 7/2/2007 for a felony in Clayton County, Georgia.
I was informed that of the three passengers which had been in the vehicle, two were in custody and
being detained. Nigel T. Ragland was released without charges. Le’travius D.
Lawrence was determined to be wanted by Atlanta Police Department for
felony theft. Mr. Lawrence was also determined to be the front seat passenger in
the vehicle. Both front seat belts were locked to the “B” pillar, not worn by the occupants and the time
of the crash. Tpr. Gonzalez transported Mr. Rogers to Atlanta Medical Center for medical clearance,
and then to Atlanta Pre-Trial jail. Tpr. S. Chavez transported Mr. Lawrence to Atlanta Medical
Center for medical clearance, and then to Atlanta Pre-Trial jail. I transferred custody of both subjects to
intake staff without incident. I obtained electronic warrants for felony charges against Mr. Rogers and
one misdemeanor.
