Republicans and the White House reached agreement Wednesday evening on the spending portion of their stimulus plan, a breakthrough that will help ease the way for McConnell to offer “a handful of bills” that will form the virus relief package designed to kick-start bipartisan talks, said Missouri Senator Roy Blunt. Mnuchin said the administration and Senate Republicans had a “very productive meeting yesterday and are completely on the same page,” and Meadows expressed optimism the deal with bolster chances of a final bill that reaches the White House. Meadows goes on to say that “I think we feel very good at where we’ve ended up with numbers, and we’re looking forward to passing a bill and getting across the finish line.” In a shift from what was in the first round and from what we were expecting, Senate Majority Leader Mitch McConnell was preparing Wednesday to roll out a “handful” of COVID-19 aid bills instead of a single package as Republicans revolt and split from the White House over priorities, according to a top lawmaker involved in the negotiations. Sen. Roy Blunt told reporters at the Capitol that “I think what the leader (McConnell) has decided he wants to do is to have a handful of bills now instead of just one bill, so maybe that comes together.” He said the goal is to unveil those bills Thursday. “They will all be available today, or maybe a little later than today. But the goal is today.”
Still unresolved is how to phase out the $600 weekly unemployment benefit boost that is expiring, starting Friday, Republicans appear to be settling on $200 a week that would ultimately be adjusted according to state jobless benefits rates, but CNBC reported that number could be as low as $100 per week. Senate Finance Committee Ranking Member Ron Wyden, D-Ore., said Wednesday in a statement that. Congress passed a $600 per week, or $2,400 a month, boost to jobless benefits in March to deal with the wave of unemployment unseen in decades as states shut down their economies to combat the coronavirus pandemic. The policy expires at the end of July and the U.S. unemployment rate still stands above 11%, despite two strong months of job growth. Because of this senator widen says we still need to provide dramatic unemployment benefits and he had previously proposed a plan to phase out the $600 per week benefit as state unemployment rates fall.
In the bill there will be no new money for cash-strapped states and cities, which are clamoring for funds, but they will be provided with additional flexibility to tap existing aid funds. The centerpiece of the GOP effort remains McConnell’s liability shield to protect businesses, schools and others from COVID-related lawsuits. The bills will also include tax breaks for businesses to hire and retain workers, and to help shops and workplaces retool with new safety protocols. Republicans propose giving $105 billion to help schools reopen and $15 billion for child care centers to create safe environments for youngsters during the pandemic. Mnuchin, Meadows and the lawmakers involved in Wednesday talks said nothing about the payroll tax holiday that President Donald Trump has said he wants in the package.
