As Reserve Bank Of India guidelines, a Indian citizen can open his saving account anywhere in India. Bank cannot force any one to open his/her account in home state.
No bank can deny opening of account due to address issues.
A person needs only two documents for opening of saving account.
1. PAN Card
2. Aadhaar Card
In case he does not have Aadhaar card than officially valid documents as per RBI can be accepted for opening of saving account.
