Roger Carstens’ team at the US Department of State is building a coalition of countries that will work together to deter hostage-taking:
“One day someone's going to take a citizen from Kenya or Belgium or Sweden or Japan, and that country will call upon other countries to include us, and we'll go to the hostage taker… and we'll level a bunch of costs that make this an unbearable practice.”
