The Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention) sets out the obligations of Parties to assess the environmental impact of certain activities at an early stage of planning. It also lays down the general obligation of States to notify and consult each other on all major projects under consideration that are likely to have a significant adverse environmental impact across borders. Adopted in 1991, the Espoo Convention entered into force on 10 September 1997.

This is a short introduction to the Espoo Convention, its benefits and the key steps of the transboundary EIA procedure under the Convention.

The video was produced by UNECE within the framework of the European Union funded “European Union for Environment” (EU4Environment) programme. EU4Environment assists the six Eastern Partnership (EaP) countries – Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine – in consolidating their national legislation to reach full compliance with the international requirements (the Espoo Convention and its Protocol on Strategic Environmental Assessment; EU Directive on Strategic Environmental Assessment and EU Directive on Environmental Impact Assessment). EU4Environment also supports these countries in building adequate capacities for the effective and systematic application of strategic environmental assessment and transboundary environmental impact assessment.
