Start a job on your phone and leave after you load into the lobby screen. It will load you back to where you were without any cops. Best done if you request a job from Ron, Simeon, or Gerald since not a lot of people play their missions and reduce any time loss from being dragged to a job you didn't want to partake by a random player.
