If you want to set up Facebook Instant Articles and get this Error "The provided URL is not being accepted because the site has minimal readership, which violates the Instant Article policies. Please provide a different URL."
It means your site doesn't have enough traffic from Facebook.

Get at least 30000 link clicks from Facebook in the last 30 days to remove Minimal Readership error.
