Starbucks has it's place as a luxury brand but with competition from small, local cafes as well as Vietnamese brands like Cong Cafe and Cheese coffee simply prevent Starbucks from being too dominant.
Another fun thing I did not mention is that because coffee costs 13-15 VND at local little cafes, that pushes the price down for bigger brands. In Thailand, cold brew will cost 120 Thai Baht, or $4. But in Vietnam Starbucks simply can't charge prices like that as it's too expensive.
In Vietnam at Starbucks you can get cold brew for about 59K VNF or $2.50.
