Quote from Prius manual;
"(TRAC)Helps to maintain drive power and prevent the drive wheels from spinning when starting the vehicle or accelerating on slippery roads."
Unfortunately, this system is defective in design. It actually removes all power from the wheels and they do not move when the computer senses slipping. This can be dangerous and makes it difficult if you are stuck in the snow. Here are the steps to disable it: (THIS IS A TEMPORARY SOLUTION FOR USE IN WINTER EMERGENCIES! DO NOT DRIVE IN THIS MODE CONSTANTLY.)
Perform the following steps from (1) through (4) in 60 seconds.
(1) Turn the power switch on (IG).
(2) Fully depress the accelerator pedal twice with park (P) selected.
(3) Fully depress the accelerator pedal twice with neutral (N) selected.
(4) Fully depress the accelerator pedal twice with park (P) selected.
(5) Check that "MAINTENANCE MODE" is displayed on the multi-information display.
(6) Start the engine by turning the power switch on (READY) while depressing the brake pedal.
