Dr. Namrata Goswami presents perspectives: China’s space goals (Blue Marble Week day 2)
Dr. Goswami commences her presentation by talking about China’s space goals, starting off with Chinese space power. According to Dr. Goswami’s research, space power is the ability to persuade or coerce countries to behave in a manner in space that is beneficial to the country wielding space power. Space power consists of multiple in-space abilities, such as:
- Demonstrating space presence
- Independently launch to orbit and beyond
- Project and maintain military space power
- Enable access to key zones in space to include the Moon and the Lagrange points
Dr. Goswami proceeds to talk about China’s grand strategy in space and some of their proposed plans. China plans to focus on maintaining access and use throughout space (space command and control), an economic return of USD $10 trillion annually from Earth to the Moon Zone by 2050 and much more. A key component of China’s grand strategy in space is to influence the power to write the rules of space commerce – international legal regulations on who has access and how. Not only is China’s goal to go to space for science and discovery, yet also for exploitation and utilization plan which is related to their Civil-Military Integration Strategy. China’s grand space strategy is primely affected by their strategic cultures. Realism vs. Globalism is the main conflict between two different thinking schools. Realism tends to argue that space power is critical for showcasing China’s overall national power and influencing power. On the other hand, Globalism states that space is part of the Common Heritage of Mankind. “[Chinese] space scientists tend to be more of the Globalist school but they are a minority, and since China’s space program is led and directed by the state administration for science, technology and industry for national defense, they argue that space is for enhancing Chinese grand strategic power” states Dr. Goswami. China’s strategic culture-based space capabilities includes:
- Possessing the capability to send humans to space and showcase the sustainable presence of humans
- Traveling to cis-lunar space (Earth and Moon)
- Anti-satellite (ASAT) weapons
- Permanent Space Station
- Mars mission(s)
- Deep space
- New infrastructure (April 2020) NDRC (National Development and Reform Commission)
Alongside their capabilities, China’s long term space goals (2002-2049) are to:
- Have Space-Based Solar Power (SBSP)
- Lunar and Asteroid Mining
- Establish permanent presence for access
- Deep space probes
- Incremental Long-term strategy, based on CPC’s (Communist Party of China) ability to commit to such policy focus.
Dr. Goswami then talks about China’s focus on the Moon and their proposed missions/activities with a timeline provided by the CNSA (Chinese National Space Agency) in 2019. China also has commercial space entities involved in the development of their projects like LinkSpace, ExSpace, Tencent and Onespace.
