Did Palpatine Actually Follow The Sith Rule Of Two?

The rule of two was perhaps the most important philosophy of the Sith. In its most basic form, it postulated that there could only ever be two Sith, a master and an apprentice. The master was meant to wield the power, while the apprentice was meant to crave it. This rule was enacted by Darth Bane to prevent many lesser sith teaming up to defeat the more powerful sith, with the ultimate goal being the destruction of the Jedi and Republic. However, Palpatine wasn’t overly keen on this rule. For instance, Palpatine took Maul as an apprentice while still under the tutelage of Plagues, while also allowing Dooku to train Asajj Ventress. In legends, Palpatine completely did away with the rule of two, replacing it with the rule of one, which he wrote about in his book, Absolute power. This philosophy postulated that many lesser inquisitors and dark siders would do his bidding while he ruled over the galaxy for all of time.
