This 30 sec video can saved lives.
Its the problem caused by doubled clocking.
In my case, when I restart computer, it works fine, until I restarted Cubase, then eveything goes firecrackling all over my audio, only in Cubase. Standalone VST works fine, windows audio works fine.

Steps are, just reset the audio system, which makes the clocking following to Cubase( I think )
Studio, Studio Setup, Choose your ASIO (Mine is FL Studio ASIO), Find RESET, Click It, DONE!

All forums in steinberg are not listing up any solution, hope this saved many lives!
