The two seem to be wary of each other and they exchange snarky comments while measuring each other's strengths in a short battle. This cutscene is part of the full Sumeru Archon Quest Chapter 3: Act 4 titled "King Deshret and the Three Magi" under the subquest "The Four at Loggerheads".
