Suckling involves a front-to-back movement of the tongue and allows the infant to extract liquid from a breast or bottle. Sucking includes more dynamic utilization of the lips and the height of the tongue than suckling.
Between 2-3 months they get complete control, disappear 6-12 months and the true suck is established with the tongue sealing towards the first one-third of the mouth.
