In an address to Ukraine on Sunday, the country’s President, Volodymyr Zelenskyy revealed that the International Criminal Court began investigating the destruction of Ukraine’s Kakhovka dam a day after the disaster occurred on June 7.
Zelenskyy said emergency responders have evacuated approximately 4,000 residents from zones affected by the damage, including areas on the Russian-occupied east bank of the Dnipro River.
Newly-released drone footage shows the surrounding Kherson region nearly fully-submerged, as a result of the breach — which Russia and Ukraine are trading the blame for. It is currently unknown which side, if any, was responsible.
“The invaders have created this catastrophe by blowing up the dam, leaving people to suffer in flooded towns and villages, and then shelling the boats on which they are trying to get away,” Zelenskyy said while delivering the update.
“Even animals have more morals than the Russian state,” he added.
