Could felons ever vote? An estimated 6.1 million Americans could not vote during the 2016 Presidential Election because of a felony conviction. Each state can set its own rules on whether and how felons can vote.. But, the issue has become a big topic in the 2020 presidential race. Is the right to vote being used as a political tool?
