Portugal and the Philippines have two of the most wildly different drug policies on Earth. While the Portuguese government decided to tackle a spiraling heroin crisis by decriminalizing the personal possession of all drugs in 2001, between 8,000 and 25,000 people have been killed by police and assassins in Filipino President Rodrigo Duterte’s war on drugs. So which approach is more effective – a careful scheme of public health funding and rehabilitation, or killing people until the bad drugs go away?
