Top representatives of the leaders of North and South Korea are meeting on their restive border, raising hopes for an end to a standoff, that put the two sides on the brink of armed conflict.
The talks will start just 30 minutes before North Korea's ultimatum - demanding that the South halt its loudspeaker propaganda broadcasts - or face an all-out war.
