A user called @demonmike05 in the comments section of my Fallout 4 Settings On Steam Deck video brought up a point to edit the .ini file to achieve a better FPS. I did some research and a user who goes by OriginalSpicyDill over on Reddit wrote a comprehensive guide on how to do this. Shout out to you both. Here are the results. Pair this technique with my settings in the main video and you will get great performance on Fallout 4 on the Steam Deck.
