Putin is scheduled to host Iranian President Raisi in Moscow, while Lavrov will visit the UAE. This visit is Putin's first to the region since July 2022 and is perceived as an effort to counter isolation. In response to Israel's Gaza bombardment, Putin criticized U.S. diplomatic shortcomings, suggesting Moscow could mediate due to amicable ties with Israel and Palestinians. The visit is viewed as a move to showcase the inadequacy of Western sanctions, notably after a notable absence of international trips since the ICC issued an arrest warrant in March 2022.
