A "Dim-Bulb Tester" is paramount to testing unknown pieces of equipment if they're electrically safe to plug into the wall. This will save nuisance blowing of line fuses, and taking out RCD's and circuit-breakers in your house/workshop because of shorted turns in transformers, and other problems. The idea is, this device limits the current going in to the DUT (device on test); this not only protects the device, but allows you to fault-find what the problem with the device is. Enjoy!
