The Manchester Arena bomber was a "subject of interest" prior to the attack and opportunities to stop him were missed, according to a new Government report. Its author, David Anderson QC, said it was conceivable that Salman Abedi's attack - in which 22 people died - could have been avoided had "cards fallen differently". Greater Manchester Police has said its officers would "never stop learning".
