It's a question worth asking - yet does anyone ever ask it? State governments are fond of handing out cash to councils for projects, but do they ever ask whether the councils have the skills and resources required o actually deliver those projects? This is a question that Rob Stokes, our new Minister for Active Transport, should be asking. We need quality infrastructure delivered in a timely manner. We're not getting that at present, so perhaps the first thing the new Minister should look into is whether the current delivery model is the right policy or not. If he wants to continue on this path, then what can he do about building council capacity and capability?
