Seoul's unification minister made it clear the declaration of a formal end to the Korean War is not the precondition for furthering the peace process on the Peninsula.
Lee In-young... also emphasized it's a completely separate matter from the Beijing Winter games.

A declaration of a formal end to the 1950 to 53 Korean War could be a ladder to denuclearization talks on the Korean Peninsula, but the statement should not be THE precondition for the process.
This according to Seoul's unification minister Lee In-young speaking at a press conference on Wednesday.
"An end of war declaration is being considered for accelerating denuclearization talks and dialogue on the Korean Peninsula. There should be certain conditions, but we don't believe the end of war declaration should be one."
While voicing hope that the Beijing Winter Olympics becomes a peace Olympics, the minister drew the line by saying that the declaration is a separate matter from the sporting event.
The comments come as Washington has hinted at a diplomatic boycott of the upcoming Olympics, watering down hopes that the two Koreas, the U.S. and China may agree on the declaration during the games in February.
In fact, a high-ranking official from the ministry noted that Seoul and Washington are finalizing the end of war declaration text, noting that it is appropriate that the declaration should come before the Olympics.
With less than six months left in the Moon administration, minister Lee also pledged his utmost efforts to proceed with the peace process on the peninsula, urging the North to show more of a proactive stance on Seoul's call for talks.
He also expressed hope for a reunion of war-separated families either in-person or virtually in the New Year.
