On January 21st, 2024, while on patrol, an officer with Westerville Police Department in Ohio observed what appeared to be a felony stop between a marked Colombus Police vehicle and a black unmarked police interceptor with flashing red and blue lights. Initially, it seemed like a routine assist between law enforcement officers until the officer discovered the individual conducting the stop in the unmarked vehicle was not recognized as law enforcement and claimed to be part of an Ohio Fugitive Program.
Further investigation at the scene revealed the unmarked vehicle was equipped with official-looking lights and a license plate registered to the Columbus Police Headquarters, adding a layer of credibility to the impersonator’s claim. The suspect identified himself as an officer, later providing officers his credentials, identifying him as part of the Ohio Fugitive Apprehension Program, and giving officers a business card. The suspect had flagged a Columbus Police Officer for assistance after allegedly observing the Ford Fusion driving hazardously.
Officers noticed that the unmarked vehicle the impersonator was driving was equipped with a computer similar to those inside official law patrol vehicles, and there was also a shotgun secured in a gun rack to the right of the driver’s seat, further complicating the situation. Upon further investigation of the Ohio Fugitive Apprehension Program, it was discovered it is a non-profit organization actively recruiting “licensed agents” and sworn officers as listed on the website. The officers confirmed the suspect’s identity as a resident with a criminal history. The incident led to the suspect’s arrest at his residence. The suspect was charged with Impersonating a Peace Officer/Private Police, Unlawful Restraint, & Number of Lights Permitted - Red and Flashing Lights.
