Tier VIII Premium British cruiser HMS Cheshire wouldn't be my first pick for a ranked game, but she wouldn't be my last either. Though she is fragile, her guns do really good work when focused on the right targets and her stealth is managed well. She has one of the most punishing AA suites in the tier should you find yourself in a CV game. Here on North I struggle to get going, but manage to turn in a decent game eventually.
