The origin of the large fire at the Virginia Beach Oceanfront is still under investigation. Officials originally said crews noticed smoke coming from the T-Shirt Factory. But the deputy fire marshall tells 13News Now that his team does not know where or how the fire started. The blaze burned three businesses down to the ground. Now owners face a choice: rebuild or move on. It's a similar choice another business faced three years ago. Anne Sparaco explains.
