"What you must do is try to strip away, to fragment, to fracture the enemy forces, the insurgents, and to figure out who are truly the irreconcilables because if they are truly irreconcilable then they must be killed, captured or run out of the country. But those who are reconcilable, if you do it right can be embraced, can be made part of the solution instead of a continuing part of the problem and that means thought sometimes sitting down across from a negotiating table with people who may have your blood on their hands."

"While keeping in mind the challenges that exist still certainly in Iraq and the need to solidify and build on the progress that has been made there while again also filling that need that everyone agrees on in Afghanistan. And it could be again somewhere around 20,000 or so over the course of the increase on the US side and then contributions, the additional contributions for allies I think is a matter that NATO is pursuing and one that is appropriate, I think, if you could ask that question in Brussels we would be very grateful to you."

"The recent violence in Mumbai is obviously a very sobering experience for both countries and really for the world. There are those who have said that this maybe be more of a 9/11 moment for Pakistan than it is for India, in fact and that is not to say that it is anything but horrific for India, but I think it really highlights the extent of the challenges that Pakistan faces."

STORYLINE:
The head of US Central Command, General David Petraeus said on Tuesday the US would boost troops in Afghanistan by roughly 20,000 but they were also hoping for a contribution from NATO allies.
Speaking in a room packed with Italian military officers, intellectuals and politicians, Petraeus highlighted the challenges in Afghanistan and the techniques used in Iraq.
Petraeus was on a two-day visit to Italy that was expected to focus on the war in Afghanistan.
He told the group that in Iraq they learned that sometimes you had to negotiate with people you saw as reconcilable which could mean "sometimes sitting down across from a negotiating table with people who may have your blood on their hands."
He also spoke about the recent attacks in Mumbai noting that it came as a shock to Pakistan and an indication of the challenges that the country faces in battling militants within its borders.
General Petraeus told members of the audience that he would be grateful if they would "ask Brussels" about a greater contribution by NATO allies to forces in Iraq.
Italy has some 2,500 troops in NATO's mission in Afghanistan.
The United States is looking to increase troop levels as violence has spiked in the country.
Italy's Foreign Minister Franco Frattini suggested recently the US should look elsewhere in Europe if it wanted additional troops for Afghanistan.
