To discourage workers from leaving the association, they take blank cheques as security from new workers. Joining isn't done until this condition is fulfilled. They take new cheques every three months and stop hires fornon-compliance.
Still, the cheque is filled by the company and encashed, If any workers dares to leave during the bond period without notice.
