The method is: start the "Warlord: Weapons for all" mission and kill 2 of the 3 people you meet, Don't kill the one you want to recruit. When the 2 are dead exit and reboot the game, you will now be able to recruit the 3rd person. This method also restarts the mission so you instantly get another mission where you can repeat the previous steps and build up a RED TALON ARMY! ENJOY
