Defense reform sparks a great deal of debate in Congress, in the Pentagon, and across Washington. When it comes to acquisition and innovation, senior Pentagon leaders have heavily invested in outreach to Silicon Valley and emerging technology companies. The Department of Defense must do a better job of acquiring innovative technology, but how does this drive for innovation affect the defense industrial base?
