A television license is NOT mandatory or against the law not to have one. It is legislation that requires you to consent to be charged by the BBC by way of contract. People only get prosecuted when they enter a contract and agree to pay, then refuse when you have already obligated your commitment to pay. Legal and lawful are different and is worth educating yourself.
