I am trying out a mod for Pokemon Sword that enables shinies to be visible while in the overworld. According to the author of the mod, they only had to tick a single flag in the code to enable it.

Why Gamefreak disabled it, no one really knows. But hey, Gamefreak works in mysterious ways, for better or for worse...
