This was requested long ago and I finally found the right settings and algorithm to use for making a first attempt at this piece of media.
This was already deinterlaced to 60 FPS using what I assume to be YADIF2X so I could skip that step. All I had to do what upscale the frames and didnt have to any framerate corrections.
