This a recreation of the type of AI that is used for the player after the race is finished (or when no path is defined for the demo).
Notice how the car is much slower in gaining speed and, after using a turbo, returning to its default speed. I don't know why it's the case for the AI, but you can obtain this slow acceleration/deceleration by pressing both forward and backwards keys at the same time.
Probably this happens for the AI because of an oversight from the developers which causes it wanting to go both backwards and afterwards at the same time, weird stuff...
