Torglluun is located in The Maw, Criteria of Conquering Korthia.

You have two ways to access this rare:

Way 1:
Using Repaired Riftkey on Rift Portal in Korthia and walking to The Maw on the rare coordinates.
After entering on the Rift Portal you have 15 minutes to reach the rare Traversing the Rift.
Needs Tier 4 research with The Archivists' Codex Reputation to buy Repaired Riftkey.

Wait for Night Fae Assault with the quest A Shady Place.
After complete A Shady Place use Unbalanced Riftstone on the rare coordinates below.
