Garen has no scaling on his ult and depends on purely its ult rank, but there are certain items that increase its damage.

Duskblade and Navori Quickblades interact similarly increasing the ult damage while Duskblade is the better choice early due to Navori needing more crit chance to outperform Duskblade.

The ult execute can get further increased by getting collector for those 5% HP clutches and even from Evenshroud damage amp!
