Short review of the book:
Some love books of Chris Hart, some hate them. Granted the art is not the most sophisticated, the art is still funny and has appeal to it.
What I personally dislike is, that he makes it look so simple to create those characters, while there is actually more to it.
Generally the art is rather generic and simple, but I don't think that's actually a bad thing. Personally I use his books for reference every now and then, cause mostly his characters are simple and to the point.
If you want to learn solid construction, anatomy, perspective which are all very relevant in cartooning and character design, there are better books.
But I still like looking at his characters they are cute, funny and appealing, just be aware that if you not only want to reproduce his characters, but instead develop your own characters, focus rather on books that feature foundational skills.
