This is an AFKN Osan news story on North Korean propaganda leaflets being distributed in South Korea in 1994. According to OSI, the North would float balloons carrying these leaflets whenever the winds were moving toward the South. The balloons would eventually pop and these leaflets would drop to the ground. Many were found on Osan Air Base. Serious consequences were threatened if they were found and not turned in.
