STORYLINE:
The United Nations chief in Iraq, Sergio Vieira de Mello, has held meetings with Iraqi judges to set in motion the implementation of a new justice system in the aftermath of Saddam Hussein's regime.
The judges listened to De Mello outline his proposals for the institution of a judicial system, which he said would rely heavily on Iraqi input as it was being set up.
Delegates then listened to a presentation from Jamal Binomar of the UN on the possible form of such a justice system.
He said the UN should encourage participation from a wide range of Iraqi groups and ensure that any reforms
were supported at grass roots level.
He also warned against holding elections too early in the process of rebuilding.
De Mello has frequently stated his desire for broad based Iraqi participation in an interim administration.
