Not a place, but a process. We were on our way to visit the Great Wall of China, north of Peking, and our guide insisted that we would be fascinated by a visit to a cloisonne factory. He was right - we were interested, and astonished at the painstaking craftswomanship of applying the metal outlines, filling them with enamel powder and then grinding the metal flush with the surface.
He was, however, wrong in thinking that we would buy up big and make his fortune out of the commission he would receive. Prices were at the limit of our wallets (and well beyond, in the case of the larger pieces) and the weight of the objects would have pushed our baggage allowance beyond its limits.
The location specified is just a general "north of Beijing", as I have no idea where this particular factory was.
